Meeting Minutes – 2019-04-03

Minutes of the Meeting of the Parish Council held on 3 April 2019 at 7.30 pm in Sticklepath Village Hall.

Present:

Cllr Cruse (Chairperson), Cllr Moore, Cllr Grubb, Cllr Daniel, Cllr Bell and Cllr Loader.

In attendance:

Lois Rowlands (Clerk).

466/1    Apologies

Cllr Sales due to other commitments.

466/2    Public participation

The public participation session is not considered part of the meeting and, as such, is not minuted.  West Devon Borough Councillor, William Cann, attended the meeting and the Chair invited him to address the meeting.  Cllr Cann provided a report which will be read out at the Annual Parish Meeting.  He also informed the Parish Council that he would not be seeking re-election as a District Councillor in this year’s elections.

466/3    Approval of the minutes of meeting held 6 March 2019.

The minutes were approved as an accurate record and were signed by Cllr Cruse.

466/4    Declaration of Interests

466/5    Matters carried forward

5.1        Village Gateways – Cllr Moore had circulated a report prior to the meeting.  He wished to thank Mike Johns and Mike Wooldridge who assisted with erection of gates.  Sth Tawton PC have declined the offer of the 2 surplus gates.  Councillors agreed to site the other 2 gates at the Skaigh Lane junction by Ladywell and in Willey Lane.  The Ladywell gate will have a 30mph sign attached and the Willey Lane gate will have village logo and “Please drive carefully” or such wording.  Clerk to inform Highways, Cllr Moore to obtain costings for signage, circulate for approval and order.  Also, planters/troughs for flowers below gateways as appropriate.  ACTION: CLERK AND CLLR MOORE

Agreed for Chair to mention traffic calming measures taken by PC over the last year in her report to the APM and an article to go in The Beacon.  ACTION: CHAIR

5.2        Lengthsman – c/f to June for response from Highways.  ACTION: CLERK

5.3        Walks leaflet – Cllr Bell has revised the leaflet.  Cllr Cruse expressed the Council’s thanks to Cllr Bell for undertaking this.  Cllr Bell had received a quote from printers for £274.50 for 2000 copies. To be printed on same paper as before – printers have confirmed the coating is china clay which is biodegradable. ACTION: CLLR BELL

5.4        Defibrillator Volunteer Emergency Telephone Scheme (VETS) – Suggestions arising from training:

a. Leaflet drop to all houses to raise awareness of scheme – this would cost approx. £50 for 200 leaflets.

b. Map showing location of all properties in the village – to assist VETS volunteers to locate properties when they need to deploy the defibrillator.  Laminated copy in telephone box, one in shop, one for each VETS volunteer.  That would be £50.  All in agreement.  ACTION: CLLR CRUSE

5.5        Eastern Links Meeting – Cllr Moore attended. Minutes will be circulated and posted on village website.  Community Together Fund (formerly TAP fund) has now been discontinued as there had been little demand previously.  WDBC Members will be considering how to deal with unspent funds. All Councillors to consider any applications for funding.

Cllr Moore believes there will also be additional lottery funding under Moor than Meets the Eye project next financial year.  He will monitor.  ACTION: CLLR MOORE

5.6        Annual Parish Meeting – Clerk to prepare notice for Beacon and website.  ACTION: CLERK

5.7        Parish Council Nominations – Nomination period closed.  Statement of persons nominated will be issued 4 April.

7.1        Accounts and Budget figures were circulated prior to meeting.

466/8    Matters Arising

8.1        Tractors through village during summer –  It is hoped that the Village Gateway on Willey Lane should improve this issue.  Consider signage closer to Oak Tree Park during summer when busy with tractors.  c/f June.

8.2        Nomination of Parish Member to DNPA – Cllr Daniel wished to be considered and read out her supporting statement.  Cllr Cruse proposed Cllr Daniel, seconded by Cllr Moore.  Councillors resolved that Clerk has delegated authority to respond to the ballot following consultation with Councillors to avoid the need to call an EGM.

8.3        Rural Strategy Campaign – Okehampton Town Council have asked Parish Councils to consider supporting a campaign for a Rural Strategy.  All in agreement for Parish Council to support.  Cllr Cruse to respond.

466/9    Chair’s Actions

Cllr Cruse had contacted farmer who owned sheep which were loose on Tarka Trail.

Holmes Field – Resident requested support for their bid for a property in Holmes Field.  Cllr Cruse contacted landlord who provided details and advice to be passed onto the resident.

Merchant Navy Day – 3 September 2019 – Information to be passed to Devonshire Inn.

2 May 2019 – Parish and District Council Elections

8 May 2019 – Annual Parish Meeting at 6pm.
