Accessibility statement for www.sticklepath.org/parish

This accessibility statement applies to the website.

This website is run by Sticklepath Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is
We know some parts of this website are not fully accessible:

  • the underlaying “theme” of the website is old and contains elements no longer supported by modern browsers.
  • The contrast ratio between content and the background, or between content and hyperlinks is insufficient.
  • most older PDF documents are not fully accessible to screen reader software
  • some of our pages are difficult to navigate using just a keyboard
  • you cannot skip to the main content when using a screen reader

We do not have an office and the Clerk works part time so we can not provide a service where you will always be able to see or speak to a member of staff. Please use the phone number or email address to contact us and we will try to accommodate your needs.

Sticklepath Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content
The content listed below is non-accessible for the following reasons.

  • Non-compliance with the accessibility regulations
  • The underlaying website design “theme” is old and contains coding elements which are now out of date and obsolete. Some pages fail HTML and / or CSS validation criteria.
  • The theme also fails to ensure a suitable contrast ratio between content / links / background.

We plan to overhaul the entire website and utilise a modern, accessible theme during 2021.

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).

We plan to add text alternatives for all images by September 2020. When we publish new content we’ll make sure our use of images meets accessibility standards.

There are many old .pdf documents on the website but those published since September 2018 should be accessible to document readers etc.

We plan to ensure all pages (published since September 2018) are fully compliant by September 2020.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix Minutes from old meetings.

Any new PDFs or Word documents we publish will meet accessibility standards.

Preparation of this accessibility statement
This statement was prepared on 07/09/2020. It was last reviewed on 07/05/2023.

This website was last tested on 07/09/2020. The test was carried out by the Clerk.

We used the guidance provided by the Government to complete a basic accessibility test: https://www.gov.uk/government/publications/doing-a-basic-accessibility-check-if-you-cant-do-a-detailed-one/doing-a-basic-accessibility-check-if-you-cant-do-a-detailed-one.

In addition to the WAVE tool, we used the PowerMapper free “One Click Website Testing” tool. This tool checked a limited number of pages but provided more in depth identification of the issues created by the out of date “Theme” that the website is based upon.
