Parish Council

During August or in the event of a Parish Council Meeting not being Quorate, the Clerk is delegated authority to take any decisions that cannot be delayed until the Parish Council meets again. The Clerk will seek consultation with the Chair (or Vice Chair if the Chair is not available). The Chair or Vice Chair may decide to take the opinions of other Councillors by phone or email, with which to support the Clerk in the delegation of decisions.
The Chair has delegated powers to arrange payments in these circumstances. This authority should be a “last resort” intended to keep the Parish Council legal and fulfilling any previously agreed commitments.
Any action taken using these powers should be brought before the next Parish Council Meeting to be “noted” along with a record of the consultation with the Chair (or Vice Chair, as applicable) and of the efforts made to delay the required actionable date until after the next Parish Council meeting.
In line with the Terms of Reference agreed by the Council for each Committee, only routine business is delegated. This may include correspondence in relation to specific actions, with copies made for the Clerk’s approval wherever possible.
Committees have delegated authority to investigate specific issues relating to their area of business and to call on expert advice. All such actions will be reported fully to the Council at their next meeting.
Neither a committee nor any single councillor can be given the authority to make decisions on behalf of the council, although they may be appointed to observe and report back from an external meeting.
