Meeting Minutes – 2020-02-05

Minutes of the Meeting of the Parish Council held on 5th February 2020
at 7.30 pm in Sticklepath Village Hall.

Present:
Cllr Cruse (Chairperson), Cllr Moore, Cllr Loader, Cllr Bell, and Cllr Grubb.

Andrew Wyer (Clerk).
1 member of the public.

484/1    Apologies
It was resolved to receive and accept apologies from Cllr Daniel and Cllr Sales (Proposed by Cllr Cruse.)

484/2    Public participation
The public participation session is not considered part of the meeting and, as such, is not minuted.

484/3    Declaration of interests
There were no declarations of interest.

484/4    Approval of minutes of meeting 8th January 2020
The minutes were amended so 483/8.2 read “0577/19 – Following a report from the applicant it was resolved”. It was resolved to approve and sign the amended minutes of the Parish Council meeting held on Wednesday 8th January 2020. (Proposed by Cllr Cruse.)

484/5    Matters Arising
5.1        Online Banking for Clerk. – The Clerk reported the bank had updated the account address but to delete a person would need two people (the Clerk and one other with a mobile phone registered on the account). Action: Clerk to organise this.
5.2        Council Meeting Calendar Invites – The Clerk reported that this was on hold pending the decision on email addresses (Agenda Item 14) Action: Clerk to send calendar invites for future meetings.
5.3        Tree Inspections. – The Clerk reported that this would be started over the next few weeks but that it could not be concluded until it was possible to see the crown of the trees in full leaf. Action: Clerk to report back once inspections complete.

484/6    Councillor Reports
6.1       Chair’s Report – Cllr. Cruse reported: that she had reported the success of the lights to the Making the Connection fund who provided the grant. Leat cleaning had taken longer than normal although about 20 people had assisted. She had been preparing for village workday and would be buying the mulch. The event will start at the playing field at 10am, where there are 35 trees to plant. The defibrillator has been deployed twice in January, so new pads were required. The lock on the Parish Council Notice board had broken although Peter Lohr has fixed this free of charge. Following the “Doing what Matters” meeting with DCC Highways various issues on Willey lane have been addressed. The Council have received a cheque from family of Marion Cooper towards the Playing Field fund (towards a bench). Complaint of dog fowling being looked into although this technically an issue for WDBC.
6.2       WDBC Report – Cllr. Daniel was unavailable to present a report
6.3       Any Other Reports – Cllr. Moore reported that no trees would be coming from DCC (demand and collection costs). Cllr. Loader offered a young Oak tree to replace the “commemoration” tree we had hoped to get from DCC. The Heritage Project had made an application to the “Moor than meets the eye” fund towards a new project creating a village heritage area with visual and audio displays within St.Mary’s Church. There is a public meeting on Wednesday 12th February to present the project and if the funding bid is successful then community involvement will increase. The Council agreed to support the project.
Cllr. Bell reported that the Sticklepath signs on the road had been cleaned free of charge by local window cleaner Clean Direct.
Clerk reported that the red telephone box is a Grade2 listed “building”.

484/7    Planning
7.1        0025/20 – It was resolved to support to the application as it was in line with the equestrian usage that the land has planning permission for. (Proposed by Cllr Cruse)

484/8    Finance
8.1        Current Year Budget – The Finance and Budget information had been circulated before the meeting. It was resolved to accept the Finance and Budget figures. (Proposed by Cllr Cruse)

484/9 Standing Orders
A copy of the policy was distributed before the meeting. It was resolved to agree the current policy, which is to be reviewed yearly. (Proposed by Cllr Cruse)

484/10 Emergency Plan
A copy of the Emergency Plan was distributed before the meeting. It was resolved to agree the current plan with amended contact details, which is to be reviewed yearly. (Proposed by Cllr Cruse) Action: Cllr Bell to update the plan distribute appropriately.

484/11  Contracts
It was resolved to defer this item until the March meeting. (Proposed by Cllr Cruse)

484/12  Weed Spraying
It was resolved to defer this item until the March meeting. (Proposed by Cllr Cruse)

484/13  Donations
Cllr Moore declared a personal interest in The Heritage Group.

The Clerk reminded Council of its Grant Awarding Policy. It was resolved to make the following donations: (Proposed by Cllr Cruse) Cllr Moore abstained.

484/14  Email Addresses
It was resolved to not set up personal email addresses (Proposed by Cllr Cruse)

484/15  Village Walk Leaflets
It was resolved to authorise Cllr Cruse to look into reprinting the Village Walk Leaflets. (Proposed by Cllr Cruse) Action: Cllr Cruse to progress this.

484/16  Village workday
There was no further update following the report provided by Cllr Cruse under item 484/8.1

484/17  Mayoral Award
It was resolved to not to submit any nominations.

484/18  Flags
Cllr Cruse reported that Jerry Stevens will source a new lanyard and will fund-raise for the purchase of new all-weather flags which cost in the region of £80 each. StOC have agreed to maintain the area around the flagpole.
