Meeting Minutes – 2021-09-01

Minutes of the Meeting of the Parish Council
held on 1st September 2021 at 7.30 pm at the Village Hall.

Present:
Cllr. Cruse, Cllr. Bell, Cllr. Duffield, Cllr. Moore, Cllr. Rowlands and Cllr. Sales

In Attendance:
Cllr. Daniel (WDBC), Andrew Wyer (Clerk) and 1 MOP

501/1 Election of a Chairman.
As apologies had been received from the Chair and Vice-Chair, Cllr. Cruse was elected to Chair the meeting.

501/2 Apologies
Apologies were received and accepted from Cllr. Grubb and Cllr. Moore.

501/3 Public Participation
There were no queries or questions.

501/4 Declarations of Interest
There were no declarations of interest.

501/5 Parish Council Minutes
It was RESOLVED to approve the minutes of the Parish Council meeting held on 28th July 2021. These will be signed at a later date.

501/6 Action Reports
6.1 Civic Recognition Correspondence
It was RESOLVED to go ahead and to ask the artist for a proof of each design to allow a design to be confirmed at a later date. Cllr. Rowlands offered to apply for a grant from (WDBC) Cllr. Daniel’s locality fund.
6.2 Bench Correspondence
Cllr. Grubb sent a report confirming that the bench in question was the one in a state of disrepair. The materials required had been agreed and a timetable for the works would be forthcoming.
6.3 Land ownership/Pathway
Cllr. Moore was not available to give an update.
6.4 Nuisance complaints
Cllr. Moore was not available to give an update. Cllr. Daniel (WDBC) gave a report on the WDBC activity on this issue.
6.5 Back Lane signage
Clerk confirmed the email had gone to Cllr. McInnes (DCC)
6.6 Playing field bin
The situation had not changed from the last meeting so Cllrs Duffield and Rowlands agreed to take the measures agreed last month. Cllr. Bell to monitor (ongoing). ACTION: Bring back to next meeting.

501/7 Councillor Reports
7.1 Chairman’s Report
Cllr. Grubb had sent a report relating to various agenda items.
7.2 WDBC and or DCC Reports
Cllr. McInnes (DCC) had sent his apologies.
Cllr. Daniel (WDBC) reported that there is still some locality funding available. WDBC have a dedicated Broadband Officer who can advise and try to facilitate broadband services for those who currently cannot access it. This will be highlighted in the Beacon. Driver shortages are affecting recycling collections. The website is being kept up to date with collection information. Contractors are working with WDBC and agency staff to improve the situation and to try and address the backlog. etc. The 3-week refuse collection trial went well but a decision on implementing this has been put off until 2023.
7.3 Committee Reports
Playing Field Committee (Cllr. Bell) reported that the swings had now been ordered. There had been no applications to the Hardship Fund Committee (Cllr. Cruse)
7.4 Any other reports
Cllr. Cruse reported that she had been approached about the tree behind the Village Hall. The tree is in private ownership and so is the responsibility of the landowner.

8.1 Current Year Finances
It was RESOLVED to accept the current finances report.
8.2 Payments
It was RESOLVED to approve the following payments.

501/9 Planning
9.1 Planning Applications:

It was RESOLVED to support the full planning permission application for the erection of a storage shed at Former Highway Depot, Sticklepath. However, The Council would like improved landscaping / screening to be a condition of approval as the site is visible from Willey lane / Sticklepath Moor.
9.2 Planning Decisions:
0272/21
It was RESOLVED to note the decision to grant permission for the works at 2 Grove Meadow, Sticklepath.
0355/21
It was RESOLVED to note the decision to refuse permission for the works at Springfields, Sticklepath.
9.3 Planning Matters:
0577/20
It was RESOLVED to note that an appeal against the refusal to grant planning permission (Land at Bude Lane) has been lodged.

501/10 Beating the Bounds
Cllr. Rowlands reported that access issues were in the process of being resolved. Refreshments in the playing field and along the route are being organised.

501/11 Verges and Open Spaces Plan
It was RESOLVED that the display boards should go up on Monday 18th Oct, with a formal consultation in early December.

501/12 DALC Conference and AGM
It was RESOLVED to part fund (£10) the Clerk’s attendance at the DALC conference and to appoint him as the Council’s representative at the AGM.
