Meeting Minutes – 2021-11-03

Minutes of the Meeting of the Parish Council
held on 3rd November 2021 at 7.30 pm at the Village Hall.

Present:
Cllr. Grubb (Chairing), Cllr. Bell, Cllr. Cruse, Cllr. Duffield, and Cllr. Rowlands.

In Attendance:
Cllr. Daniel (WDBC), Andrew Wyer (Clerk) and 1 member of the public.

503/1 Apologies
Apologies were received and accepted from Cllr. Sales and Cllr. Moore.

503/2 Public Participation
There were no issues raised by members of the public.

503/3 Declarations of Interest
Cllr. Bell declared a personal interest in item 8.1

503/4 Parish Council Minutes
It was RESOLVED to approve and sign the minutes of the Parish Council meeting held on 6th October 2021.

503/5 Action Reports
5.1 Civic Recognition Correspondence
The clerk reported that this project was virtually complete.
5.2 Land ownership/Pathway
The Clerk reported that the National Trust had now emailed saying that the path through Finch Foundry cannot be classified as a public right of way. ACTION: Cllr. Grubb to investigate process of designating a Right of Way

503/6 Councillor Reports
6.1 Chairman’s Report
Cllr. Grubb reported he had submitted the Dartmoor Byelaw comments and was ready to represent the Council at Remembrance Day events.
6.2 WDBC and or DCC Reports
Cllr. Daniel reported on the WDBC winter plan which is targeted at those particularly vulnerable at this time of year. She explained how to contact the council in the event of missed collections, etc. She is aware that the road to South Zeal has had a safety issue logged on DCC system and encouraged the Parish Council to support this complaint. Rather than wait for an accident, Councillors would encourage all “near misses” to be reported. ACTION: Andi to email councillors with “how to log” these on the DCC system.

6.3 Committee Reports
On behalf of the Playing Field Committee, Cllr. Bell reported that the timber slats on some of the older benches are going to be replaced. The Hardship Fund Committee (Cllr. Cruse) had not met.
6.4 Any other reports
Cllr. Cruse had reported an incidence of fly tipping within the Parish.

It was RESOLVED to accept the current finances.
7.2 Payments
It was RESOLVED to approve the following payments.

503/8 Planning
8.1 Planning Applications:
0537/21
It was RESOLVED to oppose the application for a rear extension at 1 Queens Haye, Sticklepath on the grounds of potential loss of amenity and SPC query if this development exceeds the 30% allowed, taking into consideration, the previous extension. DNPA should require evidence that the amenity would be protected (light survey).
8.2 Planning Decisions:
There were no decisions to note.
8.3 Planning Matters:
There were no matters to note.

503/9 Sticklepath Walk Leaflets
Cllr. Cruse reported that she had been quoted £238 for 2000 leaflets but will check the paper quality compared to the current version. ACTION: Andi to include this cost in the budget. ACTION: Cllr. Rowlands to check if the current advertisers want to renew their advert and to check other potential advertisers.

503/10 Remembrance Sunday
IT was RESOLVED to approve the usual donation of £25 to RBL for the wreath.

503/11 Village Celebrations
Cllrs. Duffield and Grubb will try to create a dustbin and concrete base for the Christmas tree. Jubilee planning to be deferred to next year.

503/12 Defibrillator registration
It was RESOLVED not to register the defibrillator with Circuit.

503/13 Defibrillator box cleaning
Cllr. Duffield volunteered to clean the defibrillator box when doing his regular checks of the equipment.

503/14 Meeting Day/Time
It was RESOLVED to plan for holding meetings on Mondays next year. ACTION: Clerk to bring a provisional 2022 meetings calendar to next meeting.

503/15 Correspondence & Dates to Note.
It was RESOLVED to note the correspondence. There were no planned roadworks affecting the village.
