Parish Council
Cllr Wooldridge and Cllr Moore completed the Appraisal with Sally on 21st June. There were no significant concerns raised from either party, and a final draft of a shared appraisal document was agreed and signed. This included targets for both Sally, as Clerk or the next 12 months and for the Council. It was agreed to bring the latter to the July meeting for noting or agreement:
1. To note that Councillors should enable the minute taker to record proposer and seconder to a motion and to be clear as to the decision that has been made. To note that councillors will be encouraged to submit reports before meetings with proposals.
2. To note that all Members have agreed to undertake Code of Conduct training. This is being delivered by DALC on 13th September 2023.
3. To note that more Councillors need to agree to be signatories to the Bank Account.
4. To consider a proposal for an amendment to our Standing Orders to specify that during each 6 monthly budget review, a sample will be taken of invoices, to ensure scrutiny.
5. To amend the Councillor Responsibilities to include:
– A named substitute for Clerking/minute taking of Council meetings to cover sick leave
– Named liaison Councillor role(s) with the Clerk on personnel issues
– To have a volunteer to display the Agenda and Minutes each month, and any other relevant materials on the Village Noticeboard.
6. To agree or amend the Vice Chair’s proposal for the list of correspondence/information bulletins to be shared regularly with Councillors; based on the appropriateness to the specific duties and responsibilities of the Parish Council.
7. To note that the Clerk will seek an Auditor for next year.
8. To consider a proposal for the removal of the responsibility for the Clerk to provide secretarial duties to the Annual Parish Meeting and to allow this meeting to take place on a date other than the Parish Council Annual General Meeting.
9. To note that photographs including the new Councillors are required.
10. To note that all formal correspondence made by Councillors on behalf of SPC should be copied to, or approved by the Clerk.
11. To agree that volunteer Councillors be trained to upload non-SPC information onto the Village Website as appropriate.
12. To agree to the Clerk postponing her FILCA training and to redirect the £60 savings from this into a Council response to requests for overtime payments for significant additional hours accruing amount of without additional payment. The initial request being for 3 additional hours worked for the Appraisal Session i.e. £34.89
13. To note that Cllr’s Wooldridge and Moore will review workload and hours worked by the Clerk in November before a proposal during the Budget Setting for the next financial year to potentially increase the Clerk’s contracted hours.
14. To note that the Chair and Vice Chair will review the agenda set by the Clerk during the weekend prior to its publication.
Parish Council to accept all proposals outlined in this report.
