West Devon Electric Vehicle Strategy

West Devon Borough Council is working with partners to make sure that electric vehicle (EV) charging points are distributed across the entire district, so everyone has access to charging facilities.

As part of Sticklepath Parish Council’s acceptance of the Climate Emergency Declaration, it is proposed that we make a response to the WDBC survey on behalf of the community which has yet to provide EV charging points for public use, or in cooperative schemes.

A draft response to the Survey Monkey return is attached. This highlights an interest in promoting the installation of charging points, but recognises the difficulties which need to be overcome i.e. ownership of any land and the charging points themselves.

Whilst the response to this Survey does not propose clear solutions for WDBC or SPC, it helps to initiate dialogue from our expressed interest. This could be pursued further with Cllr Lynn Daniels.

  1. We’re looking to identify opportunities to support research and innovation in electric vehicles. One part of this would be to submit a new bid under the new Local Electric Vehicle Infrastructure scheme. This would involve a call for sites to identify areas for off-street rural charging hubs.

Sticklepath Parish Council covers a village and rural area with some houses which have no front gardens/potential for their own EVs,
We have a steady flow of visitors to the village and National Trust property.

  1. We’re looking to promote and support community charge schemes, such as Zap-Home and Co Charger. Both organisations have a network of residences with home charge points of users that have decided to share them with other EV drivers.

    Would supporting these organisations be beneficial in your area?

This would solve some of the issues for houses within the Sticklepath Parish that have no off-road parking.

  1. We’re looking to promote the Office for Low Emission Vehicles (OLEV) Workplace Charging Scheme to businesses and workplaces in the district. The scheme provides eligible businesses with support towards the upfront costs of the purchase and installation of EV charging points.

    Do you think us promoting the scheme is worthwhile?

Sticklepath Parish Council would support this in principle. Specifically, we would encourage local pubs, cafe and
National Trust properties to use the space they could provide for communal EV points.

  1. We want to work with Devon County Council, OLEV and the National Grid to install six more charging points at Council-owned car parks.

  1. We want to encourage supermarkets, rail stations and other partners and stakeholders to deliver EV charging points at other key destinations across West Devon.

As above, all public parking areas should be encouraged to provide EV charging points
and this is a cleaner, more efficient and accessible approach than separated fuelling stations.
