Report on measures to reduce speeding through the village.

1. 20’s Plenty:

We continue to move the 20’s Plenty signs around the village, but would welcome offers from other residents who live on the main road. It is important that we reduce any driver-complacency about the signs and that we confirm commitment from many residents to this approach. We need more local drivers to provide an example; holding up any drivers who wish to speed through the village. It is understood that a number of neighbouring Parishes have expressed interest in this approach and may be approaching Stevens to seek sponsorship for similar signs for their roads that cause concern. We still have 6 signs stored in Bridge House but the 4 being used have not yet shown any damage ( even though the sign positioned at the eastern approach has fallen occasionally in the storms).

2. Speedwatch.

I have confirmed to Okehampton Hamlets that we are willing to collaborate on the scheme which will involve volunteers using ‘speed guns’ in the Hamlets, Sampford Courtenay and possibly Okehampton Town. We will need to provide 2-4 volunteers who would take a 2 hours stint in one of the other Parishes, and volunteers from other areas will do the same for us.

3. The Mobile Vehicle Activated Sign

The MVAS has been positioned on the western approach for some time but has not been operating since it was installed by a representative of Drewsteignton Parish Council. As the latter owns the MVAS, we have asked them to seek repairs. Over the summer they have considered strategies using local skills but have now needed to consider a repair and service contract with the original suppliers. They have asked us to consider funding 50% of this 3 year contract, to the tune of £436.46

Proposals:

1. To prepare a Release for the Beacon to advertise for more volunteers to host the 20’s Plenty Sign, and to remind drivers to respect the speeding concerns. To add another paragraph seeking volunteers for the Speedwatch project.
2. To agree the part-funding for the MVAS service contract. This could be provided from reserves this year but, as it is a 3 year contract, this could be budgeted for over the next 2 years to replenish the reserves accordingly.
