1. Co-Option

To agree the co-option of candidates to one or more of the vacant positions on Sticklepath Parish Council.
Any new Councillors to sign the Acceptance of Office.

2. Declarations of Interest

To receive and note any declarations of interest (personal or pecuniary) relating to items on the agenda.

3. Apologies for Absence

To receive and accept apologies for absence.

4. Public Participation

This item is limited to 15 minutes and will be conducted in accordance with the Standing Orders of the Council, which are available to read on the website.

5. Parish Council Minutes

To approve and sign the minutes of the Parish Council meeting held on 1st December 2025.

6. Reports

6.1. WDBC / DCC Reports

To receive any reports from West Devon Borough Council (WDBC) or Devon County Council (DCC) Councillors.

6.2. Chair’s Report

To receive a report from Cllr Sales.

6.3.Playing Field Committee Report

To receive a report from the Playing Field Committee.

6.4. Sticklepath Street Project Committee Report

To receive a report from Cllr Sewell on the street project on the meeting on 12th January and any other business.

6.5. Clerk’s Report

To receive the report from the Clerk.

6.6. Road Warden’s Report

To receive a report from Cllr Powell, Road Warden.

6.7. Any other reports

To receive any other reports from Councillors or the Clerk.

7. Items brought forward and actions from previous meeting

7.1. Sticklepath Moor Nature Reserve

To receive an update from Cllr Sewell regarding the sign and any other progress.
The inaugural meeting of the committee is scheduled for 19th January 2026.

7.2. Billy Green

To receive an update from Cllr Sewell regarding progress with rights of way and land ownership.

7.3. Oak Tree/Millenium Green

To receive an update from Cllr Sewell regarding progress with bulb planting

7.4. Website Changes

To receive an update on the website changes from the Clerk.

7.5. Playing Field Wall

To receive an update on the Playing Field Wall problems from Cllr Loram.

7.6. Village Newsletter

To receive an update on the Village Newsletter from Cllr Loram.

8. Finances

8.1. Payments

To approve the following invoices and any late invoices to be circulated at or before the meeting.

8.1.1. Sticklepath Village Hall Hall Rental Aug-Dec 2025 £74.00
8.1.2. Lloyds Bank Service Charges £4.25

8.2. Receipts

To note the receipt of the following payments.

8.2.1.   Lloyds Bank Interest

8.3. Other Finance – To note any other financial items.

8.3.1. Current Balance £9,131.13 (including £5,381.77 in savings).
8.3.2. The Playground Equipment Fund is still -£78.72 but more donations are expected.
8.3.3. The interest rate on the Savings Account is going down from 0.6% to 0.5% from 20th

9. Planning

9.1. Planning Applications

To consider submitting a response to the following application and  to any applications that come in after the agenda has been published.

9.2. Planning Decisions

To note the following planning decision, and any that come in after the agenda has been published:
0364/25 Add first floor to rear extension at 1 Grove Meadow, Sticklepath, Okehampton, EX20 2NE – Rejected.

9.3. Planning Matters

To receive an update on the enforcement issues from the Clerk, and consider any other matters.

10. 2026/27 Budget and Precept

To agree the 2026/27 Parish Council budget and the level of precept to be requested from WDBC.

11. Grant Awards

To agree the allocation of any donations up to the remaining £250 in the Donations budget for 2025/26.

12. Councillor Responsibilities

To agree the distribution of responsibilities to councillors, as per the Councillors Responsibility Document.

13. Parking area behind Grove Meadow.

To agree any actions regarding maintenance.

14. Recording Policy

To agree the Recording Policy as reviewed by Cllr Sales.

15. Items for Next Meeting

Scheduled for Mon 9th February 2026. Items scheduled – Work Day, Publication Policy (Action: Cllrs Powell and Moore), Training & Development Policy (Action: Cllr Loram), Safeguarding Policy (Action: Cllrs Loram and Powell). To receive any other urgent items for February.
