1.        Declarations of Interest To receive and note any declarations of interest (personal or pecuniary) relating to items on the agenda.
2.        Apologies for Absence To receive and accept apologies for absence.
3. Public Participation This item is limited to 15 minutes and will be conducted in accordance with the Standing Orders of the Council, which are available to read on the website.
4.        Parish Council Minutes To approve and sign the minutes of the Parish Council meeting held on 15th July 2024.
5. Reports
5.1.     WDBC / DCC Reports To receive any reports from WDBC or DCC Councillors.
5.2.     Chair’s Report To receive a report from Cllr Sales.
5.3.     Playing Field Committee Report To receive any report from the Playing Field Committee (Cllr. Bell)
5.4.     Clerk’s Report To receive the report from the Clerk.
5.5.     Road Warden’s Report To receive any report from Cllr Powell, Road Warden.
5.6.     Emergency Plan Report To receive a report from Emma Bell regarding the future of the Emergency Plan and a laminated card.
5.7.     Any other reports To receive any other reports from Councillors or the Clerk.
6.        Items brought forward and actions from previous meeting
6.1.     Bus Stops To receive an update from Cllr Sales regarding progress on  the bus stop repairs and noticeboards.
7.        Speeding To receive an update from Cllr Moore regarding speeding issues, and consider further actions. To agree a response to the letter from the Chair of Moretonhampstead Parish Council regarding 20mph speed limits.
8.        Finances
8.1. Payments To approve any payments. Late invoices will be circulated at or before the meeting.
8.1.1.           Westcountry Grounds Maintenance (July Mowing) £115.50 + VAT
8.1.2.           Clerk’s Gross Salary July-September (including 2 hours overtime) £683.83
8.1.3.           Data Protection Fee £35.00
8.1.4.           Any MVAS Expenditure ?
8.1.5.           Hall Rental April to July £71.00
8.2.     Receipts To note any funds received.
8.2.1.           Interest £11.89
8.2.2.           DCC Locality Grant for Playground £1,000.00
8.3.     Other Finance To note any other financial items.
8.3.1.           Current Balance £14,531.88 (including £13,033.27 in savings)
8.3.2.           I have transferred the £1,000 DCC grant in to savings.
8.3.3.           The Playground Equipment Fund is now £7,676.44 and is expecting another grant of £2,000.
9. Planning
9.1. Planning Applications To consider submitting responses to the following planning application and any that come in after the agenda has been published:
9.1.1.    24/0049 Tree T2, land at Back Lane, Sticklepath
9.2. Planning Decisions To note any planning decisions.
9.2.1.         0221/24 Erection of timber storage building. Hayes Torr Storage Former Highway Depot. Refused
9.2.2.         24/0050 Tree T1, land at Back Lane, Sticklepath Tree Preservation Order Exemption with replacement tree.
9.3. Planning Matters To note any other planning matters
10.    Clerk’s Appraisal To receive a report following the Clerk’s appraisal, and agree any actions.
11.    Work Day To agree any actions required for the Work Day on 6th October, and receive a report from Cllr Moore.
12.    Parking Restrictions by shop To discuss problems with parking and visibility by the shop, and agree any future steps.
13.    Hardship Fund reallocation To receive a report from Cllr Moore regarding the Hardship Fund. To agree whether the money in the Hardship Fund should be diverted and if so, where to.
14.    Fund Raising Options To discuss the suitability of possible fund-raising options.
15.    Financial Regulations To adopt the new Financial Regulations as edited by the Clerk.
16. Items for Next Meeting Scheduled for Monday 7th October 2024. Items for agenda  – Leaf Blower, Mid-Year Budget Review, Correspondence, .Gov Domain, VETS List, Projects for 2025/26 Budget
