  2. Report from Rob Sewell on developments since the last meeting:

  • Summary of conclusions from site visit by Rob Richards DCC Head of Transport Management
  • Responses from South Tawton and Sticklepath open Parish Meetings
  1. Plans for resurfacing and new markings on main road

To note the patching of the main road.

To note the response from Rob Richards, Deputy Director Highways and Infrastructure Development :          The surface dressing is in next year’s programme; potentially June 2027.  This is normal as the surface dressing adheres better when the bitumen in the patching has had opportunity to fully cure.

Mr Richards has asked the Engineering Design Group to review the designs we have provided and to arrange for a Road Safety Audit to be carried out. This Audit is a standard procedure for all changes to the highway and involves a road safety expert who is independent from the design and delivery process, providing comments and recommendation on the proposed design.

  1. Willey Lane entrance

To receive any comments from residents to proposal to DCC for signage to make Willey Lane entrance only

  1. Skaigh Lane/Cleave Lane To note:

  • funding has been identified to erect a Quiet Lane sign
  • Belstone Parish Council voted against this signage
  • Rob Richards has given the following advice:

The ‘Quiet Lane’ sign can only be used where the road has been formally designated as a Quiet Lane under the Quiet Lanes and Home Zones (England) Regulations 2006 made under the Transport Act 2000. The regulations prescribe a statutory consultation process

Action: to consider the alternative proposed by Rob Richards:

To approach DNPA to propose ‘Drive with Moor care’ signage
